UK Visitor Rules Change on 8 October 2026: What UAE Business Travellers Can Now Do

Most UK immigration rule changes are aimed at work and settlement routes, so visitors rarely notice them. HC 584 is different. It quietly widens what a Standard Visitor can do in the UK, and several of the changes matter to people who live in Dubai and Abu Dhabi and travel to London for their employer. This guide explains exactly what changed, when it applies, and what UAE residents should do differently when they apply.

What changed for UK visitors

The Visitor route works from a list of permitted activities. If what you plan to do is not on the list, a visit visa is the wrong route, however short the trip. HC 584 edits that list in five practical ways.

1. Workshops and debates are now named business activities

The general business activities rule already allowed visitors to attend meetings, conferences, seminars and interviews. From 8 October 2026 the wording adds workshops and debates. That removes a grey area for people attending hands-on industry workshops or panel debates that are not formally called a conference.

2. Employer training no longer has to be unavailable in the UAE

This is the change most relevant to UAE employees. Under the current rule, an employee of an overseas company may receive training from a UK company in work practices and techniques that are required for their job overseas and not available in their home country. HC 584 deletes the words “and not available in their home country”.

In practice, that condition was awkward for anyone based in Dubai. The UAE has a large training market, so an officer could reasonably ask why you needed to fly to the UK for a course that could be delivered locally. From 8 October, the test is simply whether the training is required for your job overseas. You still cannot be paid by the UK organisation, and the training must not turn into productive work.

3. Skills competitions

A new permitted activity allows visitors to take part in skills competitions. Previously, only sports competitions and performer competitions and auditions were clearly covered.

4. Rehearsals and entertainment staff

Artists, entertainers and musicians could already perform as visitors. The rules now also cover attending rehearsals, and the paragraph on personal and technical staff supporting an artist has been rewritten. This matters to Dubai-based performers and production crews who travel for UK events.

5. Erasmus+ activities

A new section lets participants in genuine Erasmus+ projects give or receive training, do limited traineeships, job shadow (confined to observation) and do sports coaching as visitors. This only applies to Erasmus+ projects, so most UAE residents will not use it.

Who in the UAE is affected

If you live in the UAE and need a UK visit visa (for example as an Indian, Pakistani, Filipino or Egyptian passport holder), the change is most useful if you fit one of these profiles:

• Employees of UAE companies with a UK parent, sister company or training partner. Banks, consultancies, engineering firms and airlines often send staff to UK head offices for product, systems or compliance training.
• Professionals attending hands-on workshops run by UK bodies, universities or vendors.
• Performers and production teams travelling for UK shows, festivals or rehearsals.
• Participants in skills competitions hosted in the UK.

When the change applies to your application

The key date is the date you apply, not the date you travel. HC 584 states that applications for entry clearance, an ETA, permission to enter or permission to stay made before 8 October 2026 are decided under the rules in force on 7 October 2026.

So if your UK training course is not available in the UAE, nothing changes and you can apply now. If the same training is available locally and you were worried about the old wording, applying on or after 8 October means your application is assessed under the new rule. What does not change

HC 584 widens a list; it does not relax the core visitor tests. An entry clearance officer will still check that you:

• genuinely intend to visit and leave at the end of your trip,
• can fund the trip without working or accessing public funds (see UK visa bank statement requirements),
• will only do permitted activities, and will not fill a role or produce work for a UK organisation.

How to present a UK training visit from the UAE

1. Name the permitted activity. Your employer letter should say the trip is for training in specific work practices required for your role in the UAE, or attendance at a named workshop or event.
2. Get a letter from the UK host. It should confirm dates, the programme, who pays, and that you will not do productive work or be paid by the UK side.
3. Show your UAE role clearly. Salary certificate, residence visa and Emirates ID, and leave approval with your return-to-work date.
4. Keep the itinerary consistent. Training dates, flights and accommodation should match across every document.
