What is a Romania Schengen Visa?
A Romania Schengen visa lets UAE residents enter Romania and travel freely across all 29 Schengen Area member countries. Romania completed accession on 1 January 2025, so its short-stay visa is now the uniform Schengen visa, the Type C, on the same terms as France or Germany.
Air and sea border controls ended on 31 March 2024 and land border controls on 1 January 2025. Non-GCC nationals living in the UAE need a visa; UAE passport holders are exempt and travel visa-free for up to 90 days in any 180.
One practical warning. Romania’s consular pages still read as pre-accession in places, using national codes such as C/TU for tourism and C/VV for visits rather than Schengen terminology. That is presentation, but one piece of the legacy text can genuinely cost you time, and it is covered under processing below.

What we could not verify is whether Romania’s published tariff has been updated from the pre-accession EUR 80, because its consular sites were unreachable throughout our checks.

Tourist visa: the standard route for sightseeing or leisure, up to 90 days in any 180. Romania’s own pages still label this C/TU.
Visit visa: for relatives or friends resident in Romania, labelled C/VV on the consular pages. Host details and proof of the relationship support the file.
Business visa: for meetings, conferences or negotiations, on an invitation from the Romanian host company. Romania’s business and IT outsourcing links with the Gulf make this a well-recognised purpose.
Short-stay study or training visa: for courses under 90 days, on the institution’s invitation.
Long-stay national visa (Type D): anything over 90 days, including work and study, falls under Romanian national immigration rules and takes considerably longer.
Airport transit visa: required for some nationalities transiting a Romanian airport without entering the area.
Where UAE Residents Apply for a Romania Visa
Romania has two posts in the Emirates: an embassy in Abu Dhabi, in the Al Rodha area, and a Consulate General in Dubai, in Jumeirah 1. The European Commission’s 2025 statistics record a single Romanian UAE row and it is Dubai, with nothing attributed to Abu Dhabi, so Dubai is the deciding post.
We found no evidence that Romania uses an outsourced visa application centre in the UAE. There is no VFS Romania UAE page, no TLScontact or BLS presence, and the ministry’s own FAQ describes the process as ending at the Romanian diplomatic mission or consular post. The working position is direct submission at the Consulate General in Dubai, with no service fee.
We would rather call that good evidence than certainty. It rests on the absence of any centre rather than a Romanian statement that there is none, and Romania’s consular pages were unreachable throughout our checks. Confirm the submission point by phone before travelling to it, which we do for clients as a matter of course.
Apply to Romania only if Romania is your main destination
A Schengen visa is issued by one member state and valid across the area, but you do not choose which one decides it. You apply where you will spend the most nights, and where nights split evenly, to the country you enter first.
Now that Romania is a full member the temptation is obvious: a friendly refusal rate and a low-cost destination make it look like a cheap door into Western Europe. It is not. Romania applies the rule like every other member, and a Romanian visa for a trip that is really about Italy or Germany is the profile that gets refused.
