Whichever embassy you choose, four rules shape the application.
You apply to the country of your main destination. Under the Schengen rules, the consulate responsible for your visa is the one for the country where you will spend the most nights. If the nights are equal, it is the country you enter first. You cannot pick the “easiest” consulate and then spend most of the trip somewhere else. Consulates check your bookings against your stated plan, and a mismatch can be treated as a misleading application.
You must live in the UAE legally to apply here. Since 2022 the EU has asked consulates to be strict about Russians applying in third countries. A valid UAE residence visa and Emirates ID, with a good margin of validity beyond your return date, is the starting point. A visit visa or a short stay in Dubai is not a basis for applying here.
Single entry visas are now the norm. In November 2025 the EU agreed that Russian nationals should no longer receive multiple entry Schengen visas, with exceptions for close relatives of people legally living in the EU, transport workers, and certain vulnerable groups. Reporting at the time said this was aimed mainly at Russians living in Russia, and that consulates abroad keep some room for discretion. Do not assume a multiple entry visa from earlier years will be repeated. Plan each trip as its own application.
The fee and the scrutiny are the standard ones, and then some. The EU suspended its visa facilitation agreement with Russia in 2022, so Russian applicants pay the full standard Schengen fee, plus the visa centre service charge, and have no fast track. Applications from Russian nationals are also subject to additional checks, which can lengthen decision times.
The table below is a practical guide, not an official list. No consulate publishes a ranking of nationalities it prefers, and policies change quickly. Confirm the current position for your chosen country before you pay for anything.
| Country | How you apply in the UAE | What to know as a Russian passport holder |
|---|---|---|
| Italy | VFS Global in Dubai, or BLS in Abu Dhabi, depending on your emirate of residence | A common first choice for tourism and for visiting family or friends. Fixed itinerary and clear bookings help. See our Italy visa page. |
| Spain | BLS International. You must book your own appointment | Popular for holidays and for those with property or family links. Read the new BLS self booking rules first. See our Spain visa page. |
| France | VFS Global in Abu Dhabi, which also covers Dubai and the northern emirates | Suits trips centred on France. Business and family trips with documents to support them usually fit better than a loose holiday. See our France visa page. |
| Greece | Through the Greek mission and its visa centre in the UAE | Popular for island holidays. Show a realistic itinerary, because a long list of hotels with no plan can look thin. See our Greece visa page. |
| Hungary | Through the Hungarian mission in the UAE | Often mentioned by Russian applicants as accessible, but do not treat that as a promise. Your file is still judged on its own merits. |
| Germany | VFS Global | Strong for business, trade fair and family visits with solid paperwork. Expect careful checks. |
| Poland, Baltic states, Finland, Czechia | Varies | Widely reported to be very restrictive for Russian tourists. If your main destination is one of these, speak to us before you spend money on a booking. |
The country pages above tell you which visa centre handles each application today. If a country is not listed, check its current route before booking, because a small number of missions handle Russian applicants differently from other nationalities.
Choose the country where you will stay longest, as explained in our main destination rule guide. Italy, Spain and Greece are the usual candidates. Book refundable hotels, show a day by day plan, and avoid a route that splits nights evenly across several countries, because that makes the “main destination” unclear.
Apply to the country where they live, with an invitation letter and proof of their status. Closer family ties may also affect whether a longer visa is possible. Our invitation letter generator gives you a clean draft.
Apply to the country that hosts the event. Bring the organiser’s invitation, your company letter and proof that your employer in the UAE expects you back. Germany and France are frequent destinations here.
Apply to the country with the most nights, and keep the itinerary consistent with that choice. If you only change planes in a Schengen airport, check whether an airport transit visa is needed for your route.
Consulates look at whether you are likely to return to the UAE. The following make the biggest difference.

We are a licensed documentation and preparation agency in Dubai. We review your trip, tell you which consulate is responsible for it, check the current route and rules for Russian passport holders, and prepare your file before you book. We do not issue visas and cannot promise a result: the consulate decides every case.

No consulate publishes a list of preferred nationalities, so there is no reliable “easiest” embassy. You must apply to your main destination, and the choice that usually works best is the country where you will spend the most nights and can prove it with bookings. Italy, Spain, France, Greece and Hungary are the countries Russian residents of the UAE most often consider.
Yes, if you legally live in the UAE and hold a valid residence visa. The consulate of your main destination must be one that accepts applications in the UAE, and not every mission treats Russian applicants the same way.
Since November 2025 the EU has moved Russian applicants to single entry visas in most cases. There are exceptions for close relatives of people legally living in the EU, transport workers and some vulnerable categories, and consulates keep some discretion. Plan on a single trip per visa.
No. Apply to the country where you will spend the most nights. If the nights are equal, apply to the country you enter first. Choosing a different consulate to improve your chances can lead to a refusal.
Several states, including Poland, the Baltic states and Finland, have sharply restricted tourist visas for Russian nationals since 2022. Czechia is also reported to be strict. If your main destination is one of these, speak to us before you book.
No. It lets you apply from the UAE, but the consulate still assesses your job, finances, travel purpose and ties to the UAE.
Decision times vary by consulate and season, and Russian applications can take longer because of the additional checks. Ask us for the current range for your chosen country before you commit to flights.
