EU Plans Overhaul of Schengen Visa Rules: What It Means for UAE Applicants

What the European Commission is actually proposing

On 8 September 2026, the European Commission published a “call for evidence” on a planned recast of the rules that govern short stay Schengen visas, the same visas that most UAE residents use to visit France, Italy, Germany, Spain and the rest of the Schengen area for tourism, family visits or short business trips. The Commission says the goal is to make EU visa policy “more coherent, secure and effective, while facilitating legitimate travel.” The consultation is open to comments from the public, including applicants living outside the EU, until 6 October 2026.

This is not a rule change you need to react to today. It is the first formal step in a process that the Commission itself says will lead to a legislative proposal in the first quarter of 2027, after which the proposal has to go through the European Parliament and the Council before it can become binding law. Realistically, none of this affects a visa application submitted from Dubai or Abu Dhabi in 2026, and probably not in 2027 either.

A fast track for “trusted” business travellers

One strand of the proposal looks at business travel specifically. The Commission wants to “explore ways to facilitate travel for reliable applicants and trusted business travellers, including through possible common lists of verified companies by third country or jurisdiction.” Employees of companies on such a list could eventually see faster processing, priority appointments and fewer supporting documents. Today, a few individual Schengen countries already run their own national fast track schemes for known corporate sponsors, but there is no single EU wide system, which the Commission argues creates inconsistent treatment for companies that send staff to different Schengen countries.

A possible new EU level charge on top of the visa fee

The Commission is also weighing a “harmonised additional charge levied at EU level on top of the Schengen visa fee,” with the revenue going toward development of the common visa policy. This is separate from, and additional to, the 90 euro standard adult fee that already took effect in June 2026. No figure has been proposed, and no decision has been made. Tighter rules tied to migration cooperation

The third strand would let the EU introduce restrictive visa measures against a non-EU country in the event of “a serious deterioration in the political or security situation,” including migration related pressure. This is aimed at country level leverage rather than individual applicants, but it is worth knowing about if your nationality’s relationship with the EU on migration cooperation is a live political topic.

What this means if you are applying from the UAE right now

In practical terms, nothing. Keep using the current process: book your appointment through VFS Global or BLS International depending on the country, prepare your documents against the current checklist, and pay the current fee. The one group that may eventually want to keep an eye on this is corporate mobility teams and frequent business travellers, since the “trusted traveller” idea could change how business visas are processed once it if it is adopted. Everyone else should treat this as background news rather than something that changes how you plan a Schengen visa application from Dubai today.

How this fits with other 2026 changes

2026 has already brought two real, already implemented changes for UAE residents travelling to Europe: the Entry Exit System, which became fully operational in April 2026 and now records biometrics at the external border, and the ETIAS travel authorisation, whose 2026 launch date was dropped in July 2026 with a 2027 start now expected.
