Hungary Guest Investor programme from Dubai
Hungary Guest Investor residence from $279,500, with Schengen access.Fast decision and no minimum stay, but check the political risk.
Hungary’s Guest Investor residence permit is issued for up to 10 years to investors who put at least about $279,500 (EUR 250,000) into an approved real estate fund for 5 years, or donate about $1.12 million to a university. It allows living and working in Hungary and travel across the Schengen Area. Uptake has been very small and Hungary has had a new government since May 2026, so we explain the risks first.
- About $279,500 in units of a registered Hungarian real estate fund, held at least 5 years
- Permit valid up to 10 years, renewable once for up to 10 more, with no minimum stay
- UAE residents apply for the guest investor visa at the Hungarian Embassy in Abu Dhabi
Open, but check two risks first: politics and the fund.
The programme rules on the Hungarian immigration authority site are unchanged since March 2026 and we found no suspension. A new government took office in May 2026, commentators expect a review, and at least one large international advisory firm advises clients not to apply for now. Only two fund managers qualify, and you get your money back only by redeeming fund units. We give our fee in writing before you pay anything.
Up to 90 days in any 180 in the other Schengen countries while the permit is valid.
Live in Hungary as long as you like. You do not need to spend time there to keep or renew the permit.
Guest investor permit holders can work in Hungary without a separate work permit.
A European residence permit does not change UK or US visa rules. If your passport needs a UK or US visa today, it still will.

How to Apply for the Hungary Guest Investor Programme from Dubai
- Eligibility and source of funds check. Hungary’s security services review every application, so your funds must be clearly documented.

- Guest investor visa in Abu Dhabi. You book by email with the Hungarian Embassy in Abu Dhabi and submit a declaration that you will invest plus proof of lawful funds. The visa is multiple entry for 6 months.

Is the Hungary Guest Investor Investment Refundable?
Fund route: you own fund units, not a property. After the 5 year minimum you can redeem them through the fund, but there is no guaranteed buyback price and the value can go down. Redeeming before 5 years ends the permit.
Donation route: the donation is not refundable.
Who Can Be Included in the Hungary Guest Investor Programme
- Your spouse or registered partner
- Minor children, including adopted children and stepchildren
- Dependent parents of you or your spouse
- Relatives who cannot care for themselves for health reasons
Some agents say older children can be added. The official rules refer to minor children, so confirm this before you invest.
Does the Hungary Guest Investor Permit Lead to Permanent Residence or Citizenship?
Guest investor years can lead to a national residence card after 3 years of lawful, continuous residence, but only if no single absence is longer than 4 months and absences total no more than 270 days in those 3 years, and you pass a Hungarian cultural knowledge exam. That means actually living in Hungary.
EU long term residence needs 5 years with similar absence limits. Citizenship needs several more years of residence and a constitutional exam in Hungarian.
Hungary Guest Investor Programme Risks to Weigh Before You Decide
- Political review. The new government may change or close the programme. Existing permits would normally continue, but this is not guaranteed.
- Limited fund choice. Only two managers qualify. Press reports have linked one of them to the family of the former prime minister.
- Fund risk. No guaranteed return or buyback, and your money is locked for at least 5 years.
- Strict security checks. Most Russian applicants were refused in the first year.
- Family filing. Family members who need a visa must apply from abroad.

Hungary Guest Investor Programme: Frequently Asked Questions
How much does the Hungary Guest Investor programme cost?
The usual route is at least EUR 250,000 (about $279,500) in units of a registered Hungarian real estate fund, held for at least 5 years. The other route is a donation of EUR 1 million (about $1.12 million) to a Hungarian university foundation. Government fees are small: about $123 for the guest investor visa and a residence permit fee of under $150. Fund fees, lawyer fees and our fee are extra, and Visa Doctor gives its fee in writing before you pay anything.
Can I buy a property in Hungary instead?
No. A direct property purchase route was planned but removed before the programme started. Today only the real estate fund route and the university donation route qualify.
Does the Hungarian guest investor permit allow Schengen travel?
Yes. A valid Hungarian residence permit lets you travel to the other Schengen countries without a visa for up to 90 days in any 180 day period, and live and work in Hungary.
Do I have to live in Hungary?
No. There is no minimum stay to keep or renew the permit. Permanent residence and citizenship, however, need real residence in Hungary.
Where do UAE residents apply?
The guest investor visa for UAE residents is submitted at the Hungarian Embassy in Abu Dhabi by appointment, not through VFS. After entering Hungary you apply for the residence permit within 30 days, in person or online through Enter Hungary.
How long does it take?
The immigration authority decides the residence permit in 21 days once the investment is proven, although document requests pause the clock. With the visa and fund steps, most plans allow 3 to 6 months in total.
Is the programme still open after the 2026 election?
Yes, as of 4 November 2026 the official rules are unchanged and we found no suspension. A new government took office in May 2026, commentators expect a review and at least one large international advisory firm currently advises clients not to apply, so check the status again before you invest.
Does it lead to permanent residence or citizenship?
It can, if you move there. A national residence card is possible after 3 years of continuous lawful residence with absences of no more than 270 days in total, plus a Hungarian cultural knowledge exam. EU long term residence needs 5 years. Citizenship needs several more years of residence and an exam in Hungarian.
