US Visa for Russians in the UAE: Astana or Warsaw (2026)

Russian citizens living in the UAE need a US visa, and in September 2026 the realistic places to apply are the US Embassy in Warsaw or the US Embassy in Astana, the two posts the State Department names for Russian applicants. Routine visa processing is not available in the UAE, and the US Embassy in Moscow does not offer visa services. Russia is not on the Presidential Proclamation 10998 list, so a Russian passport holder can still be issued a B1/B2 visa of up to 36 months if the officer approves the case.

Where a Russian citizen in the UAE can apply now

The US Embassy in Russia says: “Russian applicants for U.S. nonimmigrant visas should schedule their visa interview appointments at the U.S. Embassy in Warsaw, Poland, or the U.S. Embassy in Astana, Kazakhstan.” It also restates the general rule that nationals of countries without routine visa operations apply at the designated post “unless their residence is elsewhere”. For a UAE resident that would normally point to Abu Dhabi or Dubai, but on 24 September 2026 the US Embassy’s UAE visas page said “routine visa processing is not available in the United Arab Emirates at this time” and told nonimmigrant applicants to schedule in their country of residence or nationality.

For most Russians in Dubai or Abu Dhabi, Astana is the simpler of the two designated posts, because it avoids a separate Schengen application just to attend a US interview. Whichever post you choose, bring your UAE evidence: the officer still wants to see where you live, work and pay rent.

Presidential Proclamation 10998: does it apply to Russians?

No. Presidential Proclamation 10998, published in the Federal Register on 19 December 2025 (90 FR 59717) and in effect since 1 January 2026, suspends or limits visa issuance for nationals of 39 countries and for people using Palestinian Authority travel documents. We checked the proclamation text and the State Department’s implementation notice on 24 September 2026: Russia is not named in either the full or the partial suspension lists. Russian applicants are assessed under the normal rules, including section 214(b).

What the visa looks like for Russian passports

Under the State Department’s reciprocity schedule for the Russian Federation, the longest visas are shorter than for many nationalities. There is no reciprocity fee for these categories, so the $185 application fee is the main government charge.

These are maximums. The officer can issue a shorter or single-entry visa, and each stay is set by the border officer on arrival, not by the visa’s expiry date. Russia is not in the Visa Waiver Program, so ESTA is not available.

Step by step: applying as a Russian resident of the UAE

1. Choose the post. Decide between Astana and Warsaw before you pay, because the fee receipt and appointment are tied to the country where you book.
2. Complete the DS-160. Use the Latin spelling in your international passport and list your UAE address, employer and residence.
3. Pay the $185 fee and book. Use the official appointment system for Kazakhstan or Poland, linked from each embassy’s visas page.
4. Plan the trip. For Astana, check the DS-160 deadline of 5:00 pm three business days before the interview. For Warsaw, secure your Schengen visa first.
5. Attend the interview with your passport, confirmation page and supporting file.
6. After the interview. An approved visa is printed in your passport. If you get a 221(g) letter, send what is asked within the stated time; a 214(b) refusal means a new application and a new fee.

Documents that carry weight for Russian applicants in the UAE

Two points come up often. First, transliteration: the name on the DS-160 should follow the passport’s Latin spelling, even if an older visa or a bank uses a different version; our note on name mismatches between documents covers this. Common refusal reasons and what the State Department says

The State Department’s page on visa denials sets out the grounds officers use. For Russian visitors applying away from home, these are the ones to prepare for:

• Section 214(b). The officer is not persuaded you qualify for the visa, usually because ties that bring you back were not shown. For UAE residents, that means length of residence, a stable job or business, and family here.
• Section 221(g). The application is incomplete or needs administrative processing. The State Department says you have one year to provide what is missing before you must reapply and pay again.
• Section 212(a)(6)(C)(i). Misrepresenting a material fact, for example an inconsistent travel history or undisclosed previous refusals. This can be a permanent bar, so disclose everything.
