
Quick answer: Russian passport holders resident in the UAE can apply for a Schengen visa from Dubai or Abu Dhabi, and applications are decided on their merits. However, since the EU-Russia visa facilitation agreement was suspended, there is a higher visa fee, longer processing, more documentation and closer scrutiny of your ties to the UAE. Applying as a genuine UAE resident, with a strong residence and financial profile, is what makes the difference.
This is the first thing Russian clients ask us, usually because they have read something alarming online. To be clear: Schengen consulates in the UAE accept applications from Russian citizens who hold valid UAE residence. You are applying as a resident of the UAE, not as a visitor from Russia, and that distinction works in your favour.
What has changed is the level of evidence expected. The suspension of the facilitation agreement removed the reduced fee and the simplified document list. You are now assessed under the full standard rules, with particular attention to whether you will return to the UAE.
You must apply to the consulate of your main destination, or, if you are visiting several countries equally, the country of first entry. You cannot simply choose whichever consulate has the shortest queue — consulates check this, and applying to the wrong one is a refusal reason in itself.

Strong signals include a residence visa with long remaining validity, a stable job with a UAE employer, salary landing in a UAE account monthly, property or a tenancy contract in your name, family resident with you, and a travel history showing you have respected visa conditions before.
Weak signals include a residence visa expiring shortly after travel, a very new employment relationship, an account topped up in one lump sum shortly before applying, and no prior international travel history.
Standard Schengen processing is 15 calendar days and can extend to 45 days where additional checks apply. Russian passport holders should assume the longer end, plus appointment waiting time.
Start at least 8 to 10 weeks before travel, and do not buy non-refundable flights before you have a decision. We have seen too many people lose a summer holiday by applying six weeks out and assuming that was comfortable.
