Do Pakistani citizens need a US visa?
Yes. Pakistan is not in the Visa Waiver Program, so an ESTA is not an option; that route only exists for a specific list of nationalities, as we explain in ESTA versus a B1/B2 visa for UAE residents. For tourism, visiting family, medical treatment, conferences or business meetings, the correct category is the B1/B2 visitor visa. Work, study and immigration have entirely separate categories and cannot be done on a visitor visa.
Being a UAE resident does not change the category. It changes where you apply and how strong your application is.
Applying at the US Mission to the UAE
The US Embassy in Abu Dhabi and the Consulate General in Dubai accept applications from people who live in the UAE. As a Pakistani national with a valid UAE residence visa and Emirates ID, you are a resident here, and you can book an appointment through the official ustraveldocs system for the UAE.
Applicants without UAE residence, on a visit visa, or with a cancelled residence visa, are third-country nationals. Consular posts may accept them, but they are not obliged to, appointment availability is worse, and officers know that the applicant has no local ties to assess. If your residence visa is close to expiry or already cancelled, applying in Pakistan is usually the more honest and more successful route.
The five steps, in order

What the officer is actually deciding
Under section 214(b) of the US Immigration and Nationality Act, every visitor visa applicant is presumed to be an intending immigrant until they prove otherwise. The officer is not scoring your documents; they are forming a judgement about whether you will leave the US at the end of your visit. That judgement is made quickly, and it rests on the coherence of your life.
For a Pakistani national in the UAE, the strongest evidence is usually the ordinary stuff: a stable job with a UAE company, a residence visa with real validity left, a salary that supports the trip, a family living here, a tenancy contract, and a previous travel history that shows you have entered and left other countries lawfully. Schengen, UK, Japanese or Australian visas used properly are a genuine asset.
Weak cases look different: a recently changed employer, a very short UAE history, a trip funded by someone whose relationship to you is unclear, or an itinerary that does not match the stated purpose. A refusal under 214(b) is not a ban and not a black mark for life, but reapplying with the same profile and the same story produces the same result. Something has to have changed.

Documents to bring to the interview
The US does not run a document-checking counter the way VFS does for the UK and Schengen. You bring your file, and the officer may or may not ask for any of it. That is not a reason to arrive empty-handed, when an officer does ask, having the answer in your hand changes the outcome.
- Passport, DS-160 confirmation page, appointment confirmation, MRV fee receipt.
- Emirates ID and UAE residence visa.
- Salary certificate, employment contract, and recent pay slips.
- Six months of UAE bank statements, stamped.
- Evidence of the purpose: conference registration, invitation from a US company or relative, medical appointment letter.
- Evidence of ties: tenancy contract, family residence visas, property or business documents.

Interview day: how to handle it
The interview is short. Answer the question asked, in one or two sentences, and stop. Officers interview dozens of people an hour and read hesitation, over-explanation and rehearsed speeches as signals. Know your own itinerary: where you are going, for how long, who is paying, where you will stay, and when you come back to Dubai. Be able to say what you do for a living in a single clear sentence.
Do not bring a folder of everything. Bring an organised file you can open to the right page. Frequently asked questions
Can a Pakistani citizen apply for a US visa in Dubai without UAE residence?
Third-country applicants are sometimes accepted, but the mission is not required to take them, appointment slots are limited, and you will have no local ties for the officer to weigh. With a cancelled or expiring residence visa, applying in Pakistan is generally the better route.
Is the MRV fee refundable if I am refused?
No. The MRV application fee is charged for processing the application, not for issuing the visa, and it is not refunded on refusal. It is generally valid for one year to schedule an interview if you have paid but not yet attended.
Does a 214(b) refusal ban me from reapplying?
No. There is no waiting period and no formal appeal. You may reapply at any time, but you should only do so when your circumstances or your evidence have genuinely changed, because the same file will produce the same decision.
Do I need an interview if I am renewing my B1/B2?
Possibly not. Interview waivers survive for a narrow group, mainly B1/B2 renewals where the previous visa is still valid or recently expired and you were an adult when it was issued. The rules have tightened, so check your eligibility on the official site rather than relying on what applied a year ago.
How long is a US visitor visa valid for Pakistani nationals?
Validity and entry conditions are set by reciprocity between the US and each country and can differ substantially from the ten-year multiple-entry visas some nationalities receive. The officer will tell you what you have been granted; confirm the current reciprocity schedule on the State Department site.
