Quick answer: Indian citizens lose their Indian citizenship if they take a second passport, but a European residence permit is not citizenship. A residence card from Greece, Hungary, Italy, Portugal or Malta lets an Indian passport holder live there and travel across the Schengen Area without a visa for up to 90 days in any 180, while keeping the Indian passport. Entry costs start at about $279,500 in an asset you keep, or about $110,700 in non refundable Maltese government payments plus a home. Latvia’s company route starts at about $67,100 for business owners.

Indian passport holders in the UAE need a Schengen visa for every trip to Europe, and every trip means a new file, a new appointment and a new wait. Many then look at second passports, only to find that India does not allow dual citizenship. A European residence permit solves the travel problem without touching your nationality. This guide explains how it works for Indian citizens living in the UAE, what each route costs and what to check before you invest.

Why a second passport is a problem for Indian citizens

Under section 9 of the Citizenship Act 1955, an Indian citizen who voluntarily acquires another citizenship stops being an Indian citizen, and the Indian passport must be surrendered. The only way to keep a formal link is an Overseas Citizen of India (OCI) card, which is a lifelong visa for India, not citizenship. Read what a second passport means for Indian citizens in the UAE for the full rules and costs.

That is why Caribbean, Turkish or Argentine citizenship by investment rarely suits Indian families who want to keep their Indian passport, property rights and simple travel to India.

Why a European residence permit works instead

A residence permit is permission to live in a country. It does not change your nationality, so your Indian passport and citizenship stay exactly as they are. A residence permit issued by a Schengen country also lets you visit the other Schengen countries without a visa for up to 90 days in any 180, so you no longer apply for a Schengen visa before each trip.

  • Your Indian passport stays your only passport.
  • You travel to Greece, Italy, France, Germany and the rest of the Schengen Area on the residence card plus your passport.
  • You still need a UK or US visa, because a European residence permit does not change those rules.
  • Family members are included, usually your spouse and children, and in Greece and Malta your parents too.

Paying from the UAE or from India: LRS and TCS

How you pay matters for Indian citizens. If you are an Indian resident for foreign exchange purposes, money sent abroad falls under the Reserve Bank of India’s Liberalised Remittance Scheme, which allows up to USD 250,000 per person per financial year, and banks collect tax at source (TCS) of 20% on investment remittances above ₹10 lakh a year, which you can claim back against your income tax.

Most Indians who live and work in the UAE are non residents, and money you earn and hold in the UAE is not sent under the scheme, so these limits usually do not apply when you pay from a UAE account. Because the rules depend on your residence status and the source of the funds, confirm your position with an Indian tax adviser before you transfer anything.

What Indian applicants should check first

  • Source of funds. Every programme checks where the money came from. Salary, business income and property sales in India or the UAE are all fine if they are documented.
  • Moving money out of India. If the funds sit in India, check Indian foreign exchange rules with a chartered accountant before you transfer them. Money earned and held in the UAE is usually simpler.
  • Fingerprint trips. Greece and Hungary need you to travel there to give fingerprints. Indian passport holders need a Schengen or national visa for that first trip, which we arrange from Dubai.
  • Tax. Holding a residence permit does not make you tax resident in Europe on its own, but living there can. Take tax advice in India, the UAE and the country you choose.
  • Citizenship later. Greek, Italian or Portuguese citizenship needs years of real residence, and taking it would end your Indian citizenship. Treat these as residence routes, not passport routes.

Which route suits most Indian families in the UAE

For most Indian families who want an asset they can see and no stay rule, the Greece Golden Visa is the usual first choice: one investment covers your spouse, children under 21 and both sets of parents. If you would rather own fund units and want the right to work, look at Hungary, while noting its political review risk. If you run a business, Italy decides fastest. If you want true permanent residence and can show the assets, Malta is the only permanent option.

Frequently asked questions

Can an Indian citizen get a European golden visa?

Yes. Greece, Hungary, Italy, Portugal and Malta accept Indian citizens, subject to the usual security and source of funds checks.

Will a European residence permit cancel my Indian citizenship?

No. A residence permit is not citizenship, so your Indian citizenship and passport are not affected. Only taking a foreign citizenship ends Indian citizenship.

Can I travel to the Schengen Area without a visa on an Indian passport with a European residence card?

Yes. With a valid residence card from a Schengen country you can visit the other Schengen countries without a visa for up to 90 days in any 180.

Do I still need a UK or US visa?

Yes. A European residence permit does not change UK or US visa rules for Indian passport holders.

Do I have to live in Europe?

Not for Greece, Hungary, Italy or Malta, which have no minimum stay. Portugal needs 7 days in the first year and 14 days in each later 2 year period.

Can my parents be included?

In Greece the parents of both spouses can be included. Malta includes dependent parents and grandparents, and Hungary dependent parents.

Is an OCI card enough instead?

An OCI card only matters if you give up Indian citizenship. A European residence permit lets you keep Indian citizenship, so most Indian families do not need an OCI card for this route.
