Indian passport holders in the UAE need a Schengen visa for every trip to Europe, and every trip means a new file, a new appointment and a new wait. Many then look at second passports, only to find that India does not allow dual citizenship. A European residence permit solves the travel problem without touching your nationality. This guide explains how it works for Indian citizens living in the UAE, what each route costs and what to check before you invest.
Under section 9 of the Citizenship Act 1955, an Indian citizen who voluntarily acquires another citizenship stops being an Indian citizen, and the Indian passport must be surrendered. The only way to keep a formal link is an Overseas Citizen of India (OCI) card, which is a lifelong visa for India, not citizenship. Read what a second passport means for Indian citizens in the UAE for the full rules and costs.
That is why Caribbean, Turkish or Argentine citizenship by investment rarely suits Indian families who want to keep their Indian passport, property rights and simple travel to India.
A residence permit is permission to live in a country. It does not change your nationality, so your Indian passport and citizenship stay exactly as they are. A residence permit issued by a Schengen country also lets you visit the other Schengen countries without a visa for up to 90 days in any 180, so you no longer apply for a Schengen visa before each trip.
| Route | Minimum (USD) | What you keep | Stay rule | Best for |
|---|---|---|---|---|
| Greece Golden Visa | About $279,500 | Property | None | Families who want property and want to include parents |
| Hungary Guest Investor | About $279,500 | Fund units | None | The longest permit, up to 10 years, with work allowed |
| Italy Investor Visa | About $279,500 | Startup shares or bonds | None | Business owners who want a fast decision |
| Portugal Golden Visa | About $559,000 | Fund units | 7 to 14 days | Investors who can wait through a long backlog |
| Malta Permanent Residence | About $110,700 plus a home | Property only if you buy | None | True permanent residence, with assets of about $559,000 |
| Latvia company route | About $67,100 plus yearly company taxes | Shares in your own company | None | Business owners who will trade from Latvia; the company must pay at least about $44,700 in Latvian taxes a year |

How you pay matters for Indian citizens. If you are an Indian resident for foreign exchange purposes, money sent abroad falls under the Reserve Bank of India’s Liberalised Remittance Scheme, which allows up to USD 250,000 per person per financial year, and banks collect tax at source (TCS) of 20% on investment remittances above ₹10 lakh a year, which you can claim back against your income tax.
Most Indians who live and work in the UAE are non residents, and money you earn and hold in the UAE is not sent under the scheme, so these limits usually do not apply when you pay from a UAE account. Because the rules depend on your residence status and the source of the funds, confirm your position with an Indian tax adviser before you transfer anything.
For most Indian families who want an asset they can see and no stay rule, the Greece Golden Visa is the usual first choice: one investment covers your spouse, children under 21 and both sets of parents. If you would rather own fund units and want the right to work, look at Hungary, while noting its political review risk. If you run a business, Italy decides fastest. If you want true permanent residence and can show the assets, Malta is the only permanent option.

Yes. Greece, Hungary, Italy, Portugal and Malta accept Indian citizens, subject to the usual security and source of funds checks.
No. A residence permit is not citizenship, so your Indian citizenship and passport are not affected. Only taking a foreign citizenship ends Indian citizenship.
Yes. With a valid residence card from a Schengen country you can visit the other Schengen countries without a visa for up to 90 days in any 180.
Yes. A European residence permit does not change UK or US visa rules for Indian passport holders.
Not for Greece, Hungary, Italy or Malta, which have no minimum stay. Portugal needs 7 days in the first year and 14 days in each later 2 year period.
In Greece the parents of both spouses can be included. Malta includes dependent parents and grandparents, and Hungary dependent parents.
An OCI card only matters if you give up Indian citizenship. A European residence permit lets you keep Indian citizenship, so most Indian families do not need an OCI card for this route.
