Quick answer: You apply for a New Zealand visa from Dubai online with Immigration New Zealand, not at an embassy. The New Zealand Embassy is in Abu Dhabi and there is a Consulate General at Emirates Towers in Dubai, but neither processes visas. They offer notarial and consular services. From 1 October 2026 Immigration New Zealand says applications for the Visitor Visa must be made online. Citizens of visa waiver countries may use an NZeTA instead of a visa, and your nationality, not your UAE residence, decides which one you need. Visa Doctor helps you prepare and check your documents, but we are not Immigration New Zealand or an embassy and cannot promise a decision.
Searches such as “NZ visa Dubai” usually mean one of two things: where do I go, and what do I submit. The answer to the first is that you do not go anywhere in the first instance. Visa decisions are made by Immigration New Zealand (INZ), the immigration arm of the New Zealand government, and the usual route for visitor visas is an online application.
The New Zealand Ministry of Foreign Affairs and Trade lists the embassy at International Tower, Level 25, Suite 2503, Capital Centre, Abu Dhabi (PO Box 62292), telephone +971 2 496 3333. Hours listed are Monday to Thursday 8:30 to 16:00, and Friday 10:00 to 12:00 by appointment only. The embassy is accredited to both the UAE and Qatar. Its listed services are notarial and consular, such as certified copies, signature witnessing, affidavits and consular letters. It does not process visas according to the page we checked.
The consulate general is at Office 6A, 6th Floor, Emirates Towers, Trade Centre, Dubai, telephone +971 4 270 0100. The ministry page lists notarial services on Tuesdays and Thursdays from 11:15 to 13:00, by appointment only. Again, this is not a visa counter.
The Immigration New Zealand Visitor Visa page says that from 1 October 2026, applications for this visa must be made online. A typical online process runs like this:
Our guide to the New Zealand visa from Dubai covers the visa types and typical evidence for UAE residents.
An NZeTA (New Zealand Electronic Travel Authority) is for citizens of visa waiver countries and a few other groups, such as transit and cruise passengers. INZ says an NZeTA lets you stay up to three months at a time (six months for UK citizens) and is valid for two years for travellers, and that applicants must be in good health, be of good character, have a genuine reason to visit, have sufficient funds and show plans to leave. INZ publishes the visa waiver country list and a comparison tool on its website. If your passport is not on the list, apply for a Visitor Visa. Do not rely on a travel blog or an agency page for this: use the INZ tool.
Immigration New Zealand’s page on offices outside New Zealand says that where it uses Visa Application Centres, appointments are required and are booked through the VFS Global website. VFS Global’s New Zealand page has a UAE entry, and the WAFI City website lists a VFS Global centre in Dubai as serving New Zealand. INZ’s own visitor visa page does not describe UAE centre services, and we could not confirm from INZ what VFS does for New Zealand visas in the UAE. Check the UAE page on the VFS site, and treat any request to attend a centre as valid only if it comes from INZ or the official VFS page. INZ also says it may ask for biometrics, such as photos, fingerprints or an iris scan, when you arrive in New Zealand.
Visa Doctor is a licensed Dubai visa documentation and appointment agency (licence 4417571.01). We are not Immigration New Zealand, the New Zealand Embassy or a government body, and we cannot grant a visa. We help you work out whether you need a visa or an NZeTA, assemble and check your evidence, and check the online form against your documents before you submit. Where an appointment is genuinely part of your process we help with booking. See visa document preparation in Dubai, visa appointment booking and our visa services. If you are combining New Zealand with Australia, see our Australia visa from Dubai guide as well.

The embassy is in Abu Dhabi. Dubai has a New Zealand Consulate General at Emirates Towers, which offers notarial services by appointment. Neither processes visas.
Online with Immigration New Zealand. From 1 October 2026 INZ says Visitor Visa applications must be made online.
It depends on your passport. Citizens of visa waiver countries can apply for an NZeTA, and others need a Visitor Visa. Use the INZ visa tool to check.
Not necessarily. INZ’s visitor visa page says biometrics may be requested on arrival in New Zealand, and VFS Global has a UAE page for New Zealand. Follow only instructions that come from INZ or the official VFS page.
No. It provides notarial services by appointment. Use your INZ online account for any visa question.
No agency can. We prepare and check your documents, and Immigration New Zealand makes the decision.
