Quick answer: Yes. Iranian passport holders need a Schengen visa for any short stay in Europe, and as a UAE resident you can apply from here. Apply to the country where you will spend most of your trip, through its visa centre in the UAE. Iran is also on the EU airport transit visa list, so a connection through a Schengen airport can need its own visa, depending on the visas or residence permits you hold and your routing. The visa fee is EUR 90 for adults and the standard decision time is 15 calendar days, extendable to 45.

If you hold an Iranian passport and live in the UAE, you need a Schengen visa for a short trip to Europe, and you can apply here rather than in Tehran, through the consulate or visa centre of your main destination.

Iranian travellers also need to think about connecting flights through Schengen airports, which many guides skip. This guide covers both, plus documents, fees and timing.

Do Iranian citizens need a Schengen visa?

Yes. Iran is listed in Annex I of Regulation (EU) 2018/1806, the EU list of countries whose nationals must hold a visa to cross the external borders of the Schengen area. The short-stay visa covers tourism, family visits and short business trips of up to 90 days in any 180 day period.

ETIAS and EES

Because you travel on a visa, ETIAS does not apply to you. ETIAS is only for visa-exempt travellers, and it has no confirmed start date yet. What does apply to you is the Entry/Exit System (EES), which the European Commission says has been fully operational across all Schengen countries since 10 April 2026. At the border your passport details, facial image and fingerprints are recorded, and your entry and exit are logged electronically.

Connecting through a Schengen airport: the airport transit visa

Iran appears on the EU common list in Annex IV of the Visa Code, which names the nationalities that need an airport transit visa (ATV) to pass through the international transit area of a Schengen airport. This can apply even if you never leave the transit area.

Article 3(5) of the Visa Code sets out exemptions. They include holders of a valid Schengen visa, a national long-stay visa or a residence permit issued by a Schengen state, holders of certain residence permits issued by Andorra, Canada, Japan, San Marino, the United Kingdom or the United States, and holders of a valid visa for Canada, Japan or the United States when travelling to or returning from that country. A UAE residence permit is not one of the listed exemptions.

Because the answer depends on the visas or residence permits you hold and on your exact routing, do not assume either way. Confirm with your airline and the consulate of the transit country before you book.

What your UAE residence changes, and what it does not

Your UAE residence visa is what allows you to apply from here. Check that it stays valid well beyond your return date. It does not change the visa requirement or the fee, and your file is judged on your job, income, home and ties in the UAE.

Which country do you apply to?

Under Article 5 of the Visa Code, you apply to the country that is the main destination of your trip, judged by the length or purpose of the stay. If you cannot identify a main destination, you apply to the country whose external border you will cross first. See also our overview of who needs a Schengen visa from the UAE by nationality.

Main destinationWhere you apply in the UAE
FranceFrance-Visas states that all applications are processed by the consular section in Abu Dhabi and lodged at the VFS Global centre in Abu Dhabi, including for residents of Dubai and the northern emirates. There is no French visa centre in Dubai.
SpainBLS International is the outsourced partner of the Embassy of Spain in the UAE.
ItalySplit by emirate. The Consulate General in Dubai covers Dubai, Sharjah, Ras Al Khaimah, Fujairah, Ajman and Umm Al Quwain through VFS Global. The Embassy in Abu Dhabi covers the emirate of Abu Dhabi through BLS International.
Most other Schengen statesUsually VFS Global. Check the consulate’s own page before booking, because arrangements can change.

Documents to prepare

The core list is the same as our full Schengen documents checklist:

  1. Iranian passport issued within the previous 10 years, valid for at least three months after you leave the Schengen area, with at least two blank pages.
  2. UAE residence visa and Emirates ID.
  3. Completed application form and a recent photo to the consulate’s specification.
  4. Travel medical insurance covering emergency medical care, hospitalisation and repatriation, with minimum cover of EUR 30,000.
  5. Flight reservation and hotel booking, or a formal invitation if you are staying with family or friends.
  6. Salary certificate or no objection letter from your employer, or company documents if you own a business, plus your tenancy contract.
  7. Personal bank statements for the period the consulate asks for. See our bank statement guide.
  8. A clear cover letter setting out the purpose of the trip and the full itinerary, including any airport connections. Our Schengen cover letter guide shows a structure that works.

Fees and timings

  • Visa fee: EUR 90 for adults and EUR 45 for children from 6 to under 12, according to the European Commission. Under the Visa Code, children under six do not pay the visa fee. The visa centre adds its own service charge on top.
  • When to apply: no earlier than six months and, as a rule, no later than 15 calendar days before travel.
  • Decision time: the Visa Code sets 15 calendar days from the date an admissible application is lodged. This can be extended to a maximum of 45 calendar days in individual cases, for example when further scrutiny is needed.

Prior consultation and what it means for timing

Iran appears on the EU list of nationalities for which at least one Schengen state requires prior consultation of its central authorities before a visa is issued (Article 22 of the Visa Code). The consulted authorities must reply within seven calendar days, and the Swiss mission in Tehran, for example, says the consultation can take up to 14 calendar days. This is a routine step, not a judgement on your file, but do not plan around the shortest possible decision time.

Step by step from the UAE

  1. Confirm your main destination, the centre that handles it for your emirate, and whether any connection raises the airport transit visa question.
  2. Check your passport and residence visa validity, then gather and review your documents.
  3. Book your appointment and attend in person. Under Article 13 of the Visa Code, fingerprints taken for an earlier Schengen application less than 59 months before can be reused, and children under 12 are exempt.
  4. Track the application and collect your passport.

Where Iranian applicants usually lose time

  • Booking too close to travel. Applying at the 15 day limit leaves no margin for an extension.
  • Missing the transit question. A traveller who is only connecting through a Schengen airport can be caught out at check-in if they assume that no Schengen stay means no Schengen paperwork.
  • Thin UAE ties or an inconsistent itinerary. A residence visa close to expiry, an unexplained large deposit or dates that do not match across bookings and cover letter all weaken a file.

Frequently asked questions

Do Iranian citizens need a visa just to change planes at a Schengen airport?

Often, yes. Iran is on the EU common airport transit visa list, but holders of certain visas and residence permits are exempt, and a UAE residence permit is not one of the listed exemptions. Confirm the rule for your exact routing with your airline and the consulate of the transit country before booking.

Do Iranian citizens need ETIAS?

No. ETIAS is for visa-exempt travellers and has no confirmed start date. Iranian citizens need a Schengen visa instead, and the EES border registration applies to them.

How much is the Schengen visa fee for Iranians applying in the UAE?

EUR 90 for adults and EUR 45 for children from 6 to under 12. Children under six do not pay the visa fee. The visa centre charges its own service fee on top.

How long does a decision take?

The standard period is 15 calendar days from the date your application is lodged, and it can be extended to a maximum of 45 calendar days in individual cases. Because Iran is on the prior consultation list, leave extra time before your travel date.

Can I apply from Dubai even though my passport was issued in Iran?

Yes. What matters is that you legally reside in the UAE and apply through the consulate or visa centre responsible for your main destination and emirate.
