You cannot pick the embassy with the shortest queue. The rule is: apply to the country where you will spend the most nights. If nights are split evenly across countries, apply to your country of first entry. Applying to the wrong consulate gets the file rejected as inadmissible and you lose both the fee and your travel window. There is no universal minimum balance, but each consulate expects you to cover roughly EUR 50–100 per day of your trip, plus flights and hotels already paid. What matters more than the number is the pattern: salary landing every month, a balance that grew steadily, no sudden lump sum deposited a week before applying.
