Yes. UAE residents holding passports that are not visa-exempt must obtain a Schengen visa before travelling to Switzerland. Switzerland does not take short-stay applications at its embassy. The Embassy of Switzerland in Abu Dhabi states that Schengen applications in categories A and C are not accepted directly at the mission: every one of them goes through VFS Global, and the appointment has to be booked on VFS Global’s website before you can submit. There are two centres in the UAE, one in Dubai and one in Abu Dhabi, and the same post covers Bahrain through a third centre in Manama.
The embassy’s own visa section only takes files in person for stays longer than 90 days, meaning residence, study and family reunion. If you are told you can walk a tourist application into the embassy in Abu Dhabi, that route does not exist.
The fee is EUR 90 for an adult and EUR 45 for a child aged six to twelve, with VFS Global’s service charge on top of it. The embassy quotes 15 calendar days to decide a short-stay application, and notes that for some nationalities consultation with other Schengen states can add up to a further 14 days. Three to four weeks ahead of travel is the sensible minimum, and more over the summer.
