What actually happened in Algiers

In April 2026, Spain’s Audiencia Nacional, the National Court that handles major criminal cases with an international angle, opened an investigation known as Operation Jazira-Cova after two people connected to the Spanish consulate in Algiers were arrested. One was Vicente Moreno, the chancellor and second in command at the consulate. The other was Mohamed Boutouchent, a local Algerian employee. Investigators allege the pair were part of a network that processed Schengen visa applications using falsified supporting documents in exchange for large cash payments, reportedly up to 25,000 euros per family in some cases.

In August 2026, reporting out of Spain said the court had widened its inquiry to look at the role played by companies that handle visa appointments and document processing on behalf of Spain’s Ministry of Foreign Affairs, and that BLS International, the outsourcing partner used at many Spanish consulates including Algiers, had been drawn into that wider examination. The news moved markets before it moved consulates. BLS International’s listed shares fell by roughly 13 to 15 percent in a single trading session around 24 August 2026 after the reports emerged.

BLS International responded with a formal denial. The company said its role at any visa application centre is strictly administrative, that it does not influence visa decisions in any way, and that those decisions rest solely with the relevant consular authorities. As of the most recent reporting, no court finding has established wrongdoing by BLS International or any of its employees, and the company continues to operate its contracts as normal.

Does this affect Spain visa applications from the UAE?

For UAE residents applying for a Spain visa through BLS in Dubai or Abu Dhabi, the direct answer is no, not based on anything confirmed so far. The investigation concerns the Spanish consulate in Algiers, Algeria, a separate consular post from the ones serving the UAE. BLS’s Spain visa centres in the UAE, at I Rise Tower in Barsha Heights, Tecom, in Dubai and Tamouh Tower on Al Reem Island in Abu Dhabi, are not named in any of the reporting, and there is no suggestion that the booking system, document checks or staff at those centres are connected to the Algiers case.

It is also worth knowing that BLS International has faced separate controversies in other markets this year, including the end of a long running partnership with the Indian Embassy in the UAE and reported loss of contracts in Kuwait and Singapore. These are different situations from the Algiers investigation, and none of them change how Spain visa applications are processed in the UAE today. Spain’s Ministry of Foreign Affairs, not BLS, is the authority that decides which outsourcing partner runs its visa centres in any given country, and that arrangement has not changed for the UAE.

What UAE applicants should do

Nothing about your document requirements changes because of this investigation, but it is a good moment to tighten up how you handle the booking and payment side of your application.

Book only through the official BLS website for the UAE, using your own passport number and personal details. Do not let a travel agent, PRO or unofficial visa helper log in and book on your behalf, both because BLS will reject appointments made this way and because it removes your ability to see exactly what was booked and paid.

Never pay anyone beyond the standard visa fee and the official BLS service fee. Offers of a guaranteed appointment, a guaranteed approval or a faster outcome for extra cash are exactly the kind of arrangement described in the Algiers case, and BLS has repeatedly said its staff will never ask for payment to speed up or influence an application. This is also true if you are chasing an urgent Schengen visa before a travel date. Paying a premium for a faster official service is different from paying an individual under the table, and the two should never be confused.

Keep a record of every payment you make, including screenshots of the booking confirmation and any payment receipt. If you ever need to dispute a charge or prove what you paid and to whom, this is the evidence you will need. If you are unsure whether a request for payment is legitimate, treat it as a warning sign and check directly with BLS or a licensed documentation provider such as a properly vetted visa agency in Dubai before paying anything.
