Who actually needs an Indonesia visa from the UAE?
This is the single biggest point of confusion we deal with at our Dubai office. Indonesian entry rules are decided by your passport nationality, not by the fact that you live in the UAE. A Filipino nurse in Dubai and a Nepali engineer in Dubai are treated completely differently at Denpasar airport, even though they hold the same UAE residence visa.
There are exactly three groups:
1. Visa exempt (19 nationalities, 30 days)
The ten ASEAN member states plus Belarus, Brazil, Colombia, Hong Kong, Kazakhstan, Macau, Peru, Suriname and Türkiye enter Indonesia without applying for any visa. You get 30 days, and this is the important part that catches people out: the visa exemption cannot be extended and cannot be converted into any other visa once you are inside Indonesia. If you overstay you pay a daily fine at the airport.
Being visa exempt does not mean you can simply turn up. You still have to file the electronic arrival declaration before you land, and if you are flying to Bali you also owe the tourist levy.
2. e-VOA eligible (around 97 nationalities, 30 days, extendable once)
This is where most UAE residents fall. Indian, Pakistani, British, American, Emirati, Saudi, Egyptian, Jordanian, Russian, South African, Kenyan, Moroccan, Filipino and almost all European passports qualify for Visa on Arrival. You can either queue and pay at the airport, or, far better, take it as an e-VOA online before you fly.
The e-VOA costs IDR 500,000 (roughly AED 115), gives you 30 days, and can be extended once inside Indonesia for a further 30 days, so 60 days maximum. Applying in advance means you walk straight through the automated gates instead of joining the payment queue at Denpasar or Soekarno-Hatta after a seven-hour flight.
3. Visa required before travel (everyone else)
If your passport is on neither list, you must hold an approved Indonesian visa before you board. This affects a large share of the UAE workforce, including Nepali, Sri Lankan, Bangladeshi, Nigerian, Ghanaian, Ugandan, Ethiopian, Lebanese, Iranian, Iraqi, Syrian and Sudanese passport holders. Airlines in Dubai and Abu Dhabi check this at the gate and will refuse boarding without it. It cannot be resolved on arrival.

The All Indonesia arrival card: the step almost everyone forgets
Since Indonesia moved its arrival declaration online, every arriving passenger must submit the electronic arrival card. It is filed on the official immigration portal and can only be completed within 72 hours before arrival, not earlier.
This is the number one avoidable problem we see. Travellers assume that because they are visa free or because they have their e-VOA, they are finished. They land in Bali, join the queue, and are turned back to a kiosk to fill in a form on airport wifi with a queue building behind them. Families with children and elderly parents find this especially stressful.

The Bali tourist levy
If your destination is Bali specifically, there is a separate tourist levy of IDR 150,000 per person (roughly AED 37). It is completely separate from your visa, it applies to children too, and it funds cultural and environmental preservation on the island.
Pay it online before departure and keep the voucher on your phone. Paying at the airport is possible but adds another queue to an already long arrival process.
Documents you need
- Passport valid at least 6 months beyond your arrival date, with at least two blank pages
- Confirmed return or onward ticket out of Indonesia
- Proof of accommodation for your stay
- UAE residence visa with adequate remaining validity
- Recent bank statements showing you can support yourself, particularly important for visa-required nationalities
- Passport-style photograph meeting Indonesian specifications
For visa-required nationalities we will usually also need sponsor or guarantor documentation, employment confirmation and a detailed itinerary. This is exactly where most self-filed applications fail.
How long it takes
An e-VOA is normally issued within a few working days, and it stays valid for entry for 90 days from issue, so you can safely arrange it well before you fly. A full embassy visa for visa-required nationalities should be started four to six weeks before travel. The arrival card can only be filed inside the 72-hour window before landing.
Our honest advice: never book non-refundable flights before you know your visa category. It is the cheapest mistake to avoid and the most expensive one to make.
Common mistakes we fix
- Assuming UAE residence changes the rule. It does not. Your passport decides everything.
- Confusing the Bali levy with the visa. They are two separate payments to two separate bodies.
- Filing the arrival card too early. Outside the 72-hour window the system simply will not accept it.
- Turning up on a VOA when you needed an embassy visa. This ends in denied boarding in Dubai, not a problem in Indonesia.
- Overstaying the 30-day visa exemption thinking it can be extended. It cannot, and the daily fine adds up quickly.
- Passport under 6 months validity. Checked at the Dubai gate, not in Indonesia.
