Where UAE Residents Apply for a Luxembourg Visa
Luxembourg is not represented by Belgium or the Netherlands in the UAE. It has its own Embassy in Abu Dhabi, at Nation Towers Residence on Corniche Road, and takes its own visa decisions. Luxembourg is represented by other states in much of the world, but not here.
Short-stay Type C applications are processed through VFS Global, which has handled them since 17 May 2023, while long-stay Type D visas go directly to the embassy’s consular section. Here we would rather flag something than smooth it over: the embassy’s own website contradicts itself. Its consular services page says short-stay visas are processed exclusively by VFS Global since 17 May 2023. Its short-term Schengen visa page says applicants present the application directly at the consulate and book by email, and never mentions VFS. Both cannot be current. The VFS statement is more specific, more recently dated and corroborated by a published Luxembourg UAE fee schedule, so it is the one to work from. We confirm the live position before booking.

One rule decides more Luxembourg applications than any other. A Schengen visa is valid across the area, but you do not choose which country decides it: you apply where you will spend the most nights, and where they split evenly, to the country you enter first. Luxembourg frames its own competence this way, deciding where its territory is the sole destination, the main destination or the first Schengen entry point. Geography makes that matter more here than almost anywhere: a trip including Luxembourg City usually spends more time in Belgium, France or Germany, and if your nights are mostly in Brussels or Frankfurt, that is where the application belongs.
