As a Schengen member, Spain follows the same short-stay visa framework as the rest of the Schengen area, with applications submitted through the Spanish Embassy or Visa Application Centre in the UAE.
Yes, unless you hold a passport from a Schengen visa-exempt country. If Spain is your main destination or first point of entry into the Schengen area, you should apply through the Spanish visa application centre in Dubai or Abu Dhabi.
This is the single most common mistake UAE residents make when applying for Spain. Most Schengen countries in the UAE outsource to VFS Global, so applicants naturally go looking for a Spain counter at a VFS centre. There is not one. Spain works with BLS International, a completely separate outsourcing partner with its own centres, its own appointment system and its own website.
Booking on the wrong portal, or arriving at a VFS centre holding a Spain file, costs people days and occasionally their travel dates. If you have already been through a Schengen application for France or Italy from Dubai, expect a different process here.

Across all three centres, applications are submitted between 9:00 and 15:00, and passports are collected between 15:00 and 17:00. The centres close on Saturdays, Sundays and on holidays set by the Embassy of Spain in Abu Dhabi. Addresses do change, so confirm the current one on the official BLS Spain UAE website before you travel to a centre.

Spain applies the standard Schengen short-stay visa fee, set centrally across all member states and periodically revised, so confirm the current amount with the visa application centre before paying. Standard processing takes around 15 calendar days from your appointment date, though this can extend during peak summer months, so we recommend applying 4 to 6 weeks before travel.
Tourist applicants should prepare a clear day-by-day itinerary, confirmed accommodation, and proof of funds. Business applicants additionally need an official invitation letter from the Spanish company detailing the meetings or event, along with a letter from their UAE employer confirming approved leave.

No. Spain uses BLS International in the UAE, not VFS Global. This catches a lot of applicants out, because most other Schengen states in the UAE do use VFS. Appointments, biometrics and passport collection for Spain all happen at a BLS centre.

There is a separate Premium Lounge on the 9th floor of the same building, and a further centre in Abu Dhabi at Tamouh Tower on Al Reem Island.
