Airport transit visa: needed only by certain nationalities passing through a Finnish airport without entering the Schengen Area. Worth checking against your passport rather than assuming.

Where UAE Residents Apply for a Finland Visa
Finland works through VFS Global, and the embassy states that the centre serves customers in both Dubai and Abu Dhabi. There is no rule allocating you to one city by emirate, so residents of Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah, Abu Dhabi and Al Ain may use whichever centre has a slot. When one calendar is full, that flexibility saves weeks.
The Embassy of Finland is in Abu Dhabi and every decision is taken there. There is no Finnish consulate in Dubai. One practical point the ministry makes explicitly, and that saves a wasted trip: honorary consuls cannot grant visas, so a Finnish honorary consul in the Emirates is not an alternative place to lodge an application.
We deliberately do not publish street addresses for the Finland visa application centre. The only Finland-specific addresses in official material date from the 2018 launch, both have since been superseded, and no current source publishes replacements.
