It is required for non-GCC nationals living in the UAE visiting Finland for tourism, business, family or other short stays. UAE passport holders are visa-exempt for up to 90 days in any 180-day period, so this page is written for the expatriate residents of Dubai, Abu Dhabi and the northern emirates who do need to apply.

Applications are decided by the Embassy of Finland in Abu Dhabi. On the European Commission’s 2025 consulate figures, that post received 1,603 short-stay applications, issued 1,304 and refused 287, a refusal rate of 18.0% against a UAE-wide average of 23.9%. A genuine Finnish application is treated more favourably than the general talk about Schengen refusals suggests.

One correction before you start, because much of the advice in this market gets it wrong: the online application form is recommended by the Finnish ministry, not mandatory. Applicants may instead complete a PDF form by hand or on a computer.

Types of Finland Visas Available from the UAE

Tourist visa: the main route for UAE residents visiting for sightseeing, a Lapland winter trip, the Northern Lights season or a summer break in Helsinki and the lake district. Up to 90 days in any 180-day period.

Visit visa for family and friends: for residents staying with a host in Finland. The invitation letter is valid three months from the date it was signed, so one obtained too early expires before you use it.

Business visa: for professionals attending meetings, trade events or conferences, supported by an invitation from the Finnish company and your UAE employer’s letter.

Airport transit visa: needed only by certain nationalities passing through a Finnish airport without entering the Schengen Area. Worth checking against your passport rather than assuming.

Long-stay national visa (D): a different product for people moving to Finland to work, study or join family. EUR 120 on paper or EUR 95 electronically, on its own timetable rather than the 15-day short-stay clock.

Where UAE Residents Apply for a Finland Visa

Finland works through VFS Global, and the embassy states that the centre serves customers in both Dubai and Abu Dhabi. There is no rule allocating you to one city by emirate, so residents of Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah, Abu Dhabi and Al Ain may use whichever centre has a slot. When one calendar is full, that flexibility saves weeks.

The Embassy of Finland is in Abu Dhabi and every decision is taken there. There is no Finnish consulate in Dubai. One practical point the ministry makes explicitly, and that saves a wasted trip: honorary consuls cannot grant visas, so a Finnish honorary consul in the Emirates is not an alternative place to lodge an application.

We deliberately do not publish street addresses for the Finland visa application centre. The only Finland-specific addresses in official material date from the 2018 launch, both have since been superseded, and no current source publishes replacements. Use the address on your appointment confirmation.

Apply to Finland only if Finland is genuinely your main destination. You apply where you will spend the most nights, and where the nights split evenly, to the country you enter first. A week in Lapland is unambiguously a Finnish application; two nights in Helsinki attached to a longer Stockholm trip is not.

Two Finland-specific rules deserve their own line. The flight reservation requirement extends to domestic flights within Finland, not only the leg into Helsinki, so planning to book Helsinki to Rovaniemi later leaves the itinerary incomplete. And only your passport is returned: no other submitted document comes back, so submit copies wherever copies are accepted.
