Indonesia & Bali Visa from Dubai 2026: e-VOA, Arrival Card & Fees for UAE Residents

Quick answer: Your Indonesia entry rule is set by your passport, not your UAE residence. Nineteen nationalities enter visa free for 30 days, roughly 97 nationalities (including Indian, Pakistani, British, Emirati and most European passports) qualify for the e-VOA, and everyone else needs a visa approved before boarding in Dubai. Regardless of which group you fall into, every traveller must file the All Indonesia electronic arrival card within 72 hours of landing, and Bali arrivals owe a separate IDR 150,000 tourist levy.

Bali is one of the most booked long-weekend destinations out of Dubai, and it is also one where we see the most confusion at the airport. Below is the complete 2026 picture for UAE residents, including the two payments people constantly mix up.

Check your nationality first

Before reading anything else, find out which of the three categories your passport falls into. Everything downstream depends on it.

Why your UAE residence does not decide the rule

This is worth stating plainly because it causes real problems at Dubai departure gates. Indonesian immigration policy keys off citizenship. Two colleagues who work in the same Dubai office, hold the same UAE residence visa and booked the same flight can face completely different requirements.

A Filipino passport holder walks in visa free. An Indian passport holder needs an e-VOA. A Nepali passport holder needs a visa approved in advance and will be denied boarding without one. Same city, same employer, three different answers.

Group one: visa exempt (19 nationalities)

The ten ASEAN member states — Brunei, Cambodia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam — plus Belarus, Brazil, Colombia, Hong Kong, Kazakhstan, Macau, Peru, Suriname and Türkiye enter Indonesia without a visa for up to 30 days.

The catch that costs people money: this exemption cannot be extended and cannot be converted to another visa from inside Indonesia. If you decide halfway through that you want to stay six weeks, you cannot. You must leave and re-enter, or pay a daily overstay fine at the airport on departure.

The exemption covers tourism, family visits, business meetings, transit and medical treatment. It does not cover any paid or hands-on work.

Group two: e-VOA eligible (around 97 nationalities)

Most UAE residents land here. Indian, Pakistani, British, American, Emirati, Saudi, Qatari, Egyptian, Jordanian, Russian, South African, Kenyan, Moroccan and nearly all European passports qualify for Visa on Arrival.

You have two options, and they are not equally good:

• VOA at the airport. Land, queue at the payment counter, pay IDR 500,000, then queue again for immigration.
• e-VOA online before you fly. Same price, same 30 days, but you arrive holding it and clear the automated gates.

We recommend the e-VOA to every client without exception. It costs the same. On a late-night Emirates arrival into Denpasar with children in tow, skipping one queue genuinely matters. The e-VOA remains valid for entry for 90 days from issue, so there is no advantage to leaving it late.

The VOA and e-VOA both give 30 days and can be extended once inside Indonesia for a further 30 days, for a 60-day maximum.

Group three: visa required before you fly

If your passport appears on neither list, you must have an approved Indonesian visa before boarding. In the UAE this affects a very large group, including Nepali, Sri Lankan, Bangladeshi, Nigerian, Ghanaian, Ugandan, Ethiopian, Lebanese, Iranian, Iraqi, Syrian and Sudanese passport holders.

This is the group where we see the most refusals, and the reason is almost always the same: the financial and sponsor documentation was not prepared to the standard Indonesian immigration expects. Bank statements that show a salary landing and immediately leaving, no clear accommodation booking, or a UAE residence visa expiring soon after the travel dates are all common triggers.

Start four to six weeks before travel. Do not book non-refundable flights first.

The All Indonesia arrival card

Every arriving passenger, in every category above, must submit Indonesia’s electronic arrival declaration. Two rules matter:

• It can only be filed within 72 hours before arrival. Try earlier and the system rejects it.
• It is separate from your visa. Holding an e-VOA does not file it for you.

Travellers who skip it are not usually refused entry, but they are sent to a kiosk to complete it on airport wifi while the queue builds. After a seven-hour flight with luggage and children, this is the moment people call us from the terminal.

The Bali tourist levy (a completely separate payment)

If you are flying to Bali specifically, there is a tourist levy of IDR 150,000 per person, around AED 37. It applies to children as well as adults, and it funds cultural and environmental preservation on the island.

It is not your visa. It is not your arrival card. It is a third, separate thing. Pay it online before departure and screenshot the voucher.

So a family of four Indian passport holders flying Dubai to Bali actually needs: four e-VOAs, four arrival cards, and four Bali levy payments. That is twelve separate submissions. This is precisely why people hand it to us.
