Saint Lucia citizenship by investment from Dubai

## Citizenship from $250,000 with Schengen visa free access.Check the UK visa requirement and the 2028 risk.

Saint Lucia offers citizenship from a $240,000 National Economic Fund contribution that covers a main applicant and up to three dependants. The UK now requires visas for Saint Lucians and the EU wants the route closed by 1 June 2028, so we explain both before you decide.

- Official cost from $250,000 for one adult: a $240,000 contribution plus $2,000 application and $8,000 due diligence, before the interview and passport fees
- Applications go only through a licensed authorised agent, and agents quote 10 months or longer
- We never promise approval or future visa free access, which belong to the governments involved

Three things can change what this passport is worth: the UK visa requirement, the EU 2028 request and a possible 30 day presence rule.

The UK began requiring visas for Saint Lucians on 5 March 2026, the European Commission asked for the route to close by **1 June 2028**, and a 30 day presence rule has been discussed across the region. **We give our fee in writing** before you pay anything.

## The UK Now Requires a Visa

From 5 March 2026 the UK requires a visitor visa for Saint Lucian citizens, and the transition for travellers with earlier bookings ended on 16 April 2026. Before that, Saint Lucians could travel to the UK without a visa.

Saint Lucia remains visa free for the Schengen Area, but this change shows how a government can act against an investor citizenship country. Dominica, Vanuatu and Nauru have faced the same measure.

## The EU 2028 Warning You Should Know About

In letters dated 25 June 2026 the European Commission asked Saint Lucia, Antigua and Barbuda, Dominica, Grenada and St Kitts and Nevis to phase out their investor citizenship programmes by **1 June 2028**, to reinforce vetting by September 2026 and to exclude anyone subject to EU sanctions in the meantime.

Under the EU’s revised visa suspension rules (Regulation 2025/2441), running an investor citizenship scheme can itself be grounds to suspend visa free access. The 1 June 2028 date is a request, not an automatic cancellation. Existing citizens would keep their citizenship but could lose visa free travel to the Schengen Area, as happened to Vanuatu.

The Commission’s figure for Saint Lucia’s rejection rate in 2024 was 5.3%.

## How the Application Works

- **Choose an authorised agent.** You must go through a licensed authorised agent, who submits the application for you and is the only one who can check its status.
- **Documents.** Passport, birth certificate, marriage or divorce certificates, police clearance, bank statements, proof of source of funds, medical certificate and photographs.
- **Submission and due diligence.** The agent submits the file with the application and due diligence fees. Checks cover identity, source of funds, criminal background and security.
- **Interview.** The main applicant completes an enhanced interview and identity verification, for which a separate fee is payable.
- **Approval and investment.** The contribution, bond or property purchase is completed after approval.
- **Certificate and passport.** A Certificate of Registration is issued first, then the agent applies for the passport.

## Is the Money Refundable?

**The National Economic Fund contribution is not refundable.** It is paid to the government and you do not get it back.

**The National Action Bond is the only route where the principal is designed to come back.** It is held for five years without interest, agents describe the principal as returned at the end, and the $50,000 administration fee and all application and due diligence fees are lost. Ask for the redemption terms in writing.

**Real estate** means you own a property in an approved project that you hold for at least five years, with market, resale and developer risk and administration fees that are not recovered.

## Who Can Be Included

- Your spouse
- A child of you or your spouse aged 21 or under, and a child up to 30 who is fully supported by you
- A child or a parent of any age with a physical or mental disability who is fully supported
- A parent over 55 who is fully supported by you
- An unmarried sibling under 18 with parental or guardian consent

Children aged 18 or over who do not qualify must apply as a separate main applicant. Due diligence applies to applicants and dependants aged 16 and over.

## What the Passport Gives

Saint Lucian citizens can enter the Schengen Area for up to 90 days in any 180 without a visa. They need a visa for the UK and the US. Public passport rankings put Saint Lucia at about 144 visa free or visa on arrival destinations in April 2026, but destination counts change and include online permissions. As a member of the regional Caribbean community, Saint Lucia gives access across most of the Caribbean.

## Risks to Weigh Before You Decide

- **UK visa.** Saint Lucians now need a visa for the UK, so this passport does not help with UK travel.
- **EU 2028 request.** Visa free Schengen access can be suspended even though your citizenship stays valid.
- **Possible presence rule.** A 30 day requirement has been discussed regionally and could be introduced.
- **Timing.** The official 90 day figure and the agents’ 10 months or longer do not match, so budget for delay.
- **Bond fee.** The bond looks refundable, but the $50,000 administration fee is not.
- **Rule changes.** Minimum prices rose in July 2024 and can change again.

## Frequently Asked Questions

### How much does Saint Lucia citizenship by investment cost?

The National Economic Fund contribution is $240,000 for an applicant with up to three qualifying dependants. Government fees are on top: application $2,000 for the main applicant and $1,000 for each dependant, and due diligence $8,000 for the main applicant and $5,000 for each dependant over 16. One adult pays $250,000 before the interview and passport fees, and a couple with two children under 16 pays about $258,000. Agent and legal costs are extra. Visa Doctor gives its own fee in writing before you pay anything.

### Does a Saint Lucia passport give visa free access to the Schengen Area?

Yes. Under the visa waiver agreement between the EU and Saint Lucia, citizens can currently enter the Schengen Area without a visa for up to 90 days in any 180 day period. The European Commission has asked for the programme to close by 1 June 2028, and an investor citizenship scheme can itself be grounds to suspend visa free access, so this is not guaranteed.

### Can I travel to the UK with a Saint Lucia passport?

Not without a visa. The UK began requiring a visitor visa for Saint Lucian citizens on 5 March 2026. Travellers with earlier bookings had until 16 April 2026. If the UK matters to you, consider this before choosing the passport.

### Do I have to live in or visit Saint Lucia?

No residence is required to apply or afterwards today. A 30 day presence requirement within the first five years has been discussed across the region but is not in force. The main applicant must complete an enhanced interview and identity verification.

### How long does the application take?

The programme’s FAQ says about 90 days from the day the application is accepted for processing, but agents currently quote 10 months or longer. Treat any promise of a fixed fast approval with caution.

### Is the National Action Bond refundable?

The $300,000 bond is non interest bearing and held for five years, and agents describe the principal as returned at the end. The $50,000 administration fee is not refundable, and the $2,000 and $1,000 application fees and the due diligence fees are not refundable either. Ask for the bond redemption terms in writing before you commit.

### Can the EU take my citizenship away?

No. The EU cannot cancel a citizenship granted by another country. The risk is that it suspends visa free travel to the Schengen Area for Saint Lucia passport holders, as it did for Vanuatu.

### Is Visa Doctor a licensed agent for Saint Lucia?

No. Visa Doctor FZC is a UAE registered immigration services company (trade licence 4417571.01, Sharjah Publishing City Free Zone) and is not a government authorised agent for any programme. Saint Lucia applications must go through a licensed authorised agent.
