**Quick answer:** Japan has an Embassy in Abu Dhabi and a Consulate-General in Dubai (28th Floor, Dubai World Trade Centre). Since 1 August 2024 neither office accepts ordinary visa applications directly. UAE residents apply through the Japan Visa Application Centre run by VFS Global, with an appointment, and Dubai-side residents are served by the Dubai consulate while Abu Dhabi residents are served by the embassy. Short-stay tourism can be applied for as a sticker visa or, for eligible applicants, an e-visa. Visa Doctor helps you prepare the documents and book the appointment, but we are not the consulate and cannot promise a decision.

## Japan embassy Dubai: which office is where

People search for the “Japan embassy in Dubai”, but the embassy itself is in Abu Dhabi. Dubai has a consulate-general. Knowing which one covers you matters, because the Japanese missions split the UAE by where you live.

### Consulate-General of Japan in Dubai

The consulate is on the 28th Floor of the Dubai World Trade Centre. Its website lists a general email of dubai@du.mofa.go.jp and, for visa questions, the VFS Global support contacts (a telephone line on +971 4 205 5627 on weekdays and a 24 hour English hotline on +971 800 032 1271). The consulate serves residents of Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, and it also lists some nationalities that apply in Dubai regardless of emirate. Opening hours on its site are written for Japanese citizen services (Monday to Thursday 8:00 to 15:00, Friday 8:00 to 11:00), not for visa applicants, because visas are now handled elsewhere.

### Embassy of Japan, Abu Dhabi

The embassy is at Villa 633, Mubarak Bin Mohammed Street, Abu Dhabi, telephone +971 2 443 5696. Its website lists Monday to Thursday 7:30 to 17:00 and Friday 7:30 to 12:15 as embassy hours, with shorter hours for consular services for citizens. Abu Dhabi emirate residents (including Al Ain) are expected to use the embassy side of the process, and the embassy’s own e-visa checklist says applicants living in Abu Dhabi emirate, or holding an Abu Dhabi residence visa, belong to its jurisdiction. Residents of another emirate who live in Abu Dhabi must show proof of that address.

## What changed on 1 August 2024: VFS Global now takes the applications

The consulate’s website states that, as of 1 August 2024, it no longer accepts visa applications directly, apart from diplomatic and official visas. Everything else goes through the Japan Visa Application Centre run by VFS Global. For Dubai the centre is at WAFI Mall, Umm Hurair 2. VFS Global shows its Dubai floor and unit details on its own pages, and different pages have shown different floor numbers over time, so check the current address on VFS Global before you travel. The Abu Dhabi side has its own VFS centre, with email support addresses listed for each side.

VFS Global’s Japan page says applicants must book an appointment and submit physically at the centre. The centre collects your papers and passport. The consulate or embassy decides the visa. VFS staff cannot tell you whether you will be approved.

## Do UAE residents need a Japan visa?

It depends on your passport, not your UAE residence. Japan’s foreign ministry lists the UAE on its short-stay visa exemption list for UAE nationals who hold an ICAO-compliant ePassport (since 1 November 2022). If you hold another passport, check the Japan Ministry of Foreign Affairs visa exemption list. Most other nationalities living in the UAE need a visa for tourism, unless their own passport is on that list.

## Sticker visa or e-visa for tourism

The VFS Global page for Japan in the UAE lists two ways to get a short-stay tourist visa:

- **Sticker visa:** a physical visa put in your passport after your application is decided. VFS lists single and multiple entry options for some applicants.

- **Japan eVISA:** an electronic visa recorded online with no sticker. VFS describes it as valid for three months after issue, requiring a smartphone or tablet to show the visa issuance notice at immigration.

The Abu Dhabi embassy’s e-visa checklist is useful even for Dubai residents because it spells out the rules. It says the e-visa is strictly for tourism, is single entry, and does not cover visiting relatives or friends. You can apply up to three months before travel, the whole trip must fall within the validity of your passport and residence visa, and your UAE residence visa should have at least six months left. Eligibility can change, so confirm the current rules on the VFS and Ministry pages before you plan around the e-visa. Our guide to [the Japan visa from Dubai](/japan-visa-from-dubai/) covers the visa types for UAE residents in more detail.

## How to apply step by step

- **Check eligibility.** Confirm your passport needs a visa and whether e-visa or sticker visa applies to your purpose of travel.

- **Prepare the form and papers.** Use the application form and itinerary template published by the Japanese authorities.

- **Book a VFS appointment** at the correct centre for your emirate through the VFS Global Japan UAE page.

- **Submit in person** and pay the visa fee and VFS service fee shown on the VFS fee page. The embassy’s site announced new visa fees from June 2026, so use the current official fee table, not an old blog.

- **Collect your passport or e-visa notice** as instructed. Allow generous time. VFS publishes its own processing guidance and notes that complete files are processed faster.

VFS also states that you can apply only up to 90 days before you enter Japan, so applying too early leads to rejection at the counter. For timing questions, see our page on [Japan visa processing time in Dubai](/japan-visa-processing-time-dubai/).

## Documents and what to bring

The Abu Dhabi embassy’s e-visa tourism checklist is a good model of what the Japanese side expects from UAE residents:

- Original passport and a colour copy of the bio page.

- The signed application form and one passport photo (VFS lists 45 mm by 35 mm, colour, plain background, taken within six months).

- Emirates ID and UAE residence visa, with copies.

- A salary certificate showing joining date, salary and position, and three months of bank statements showing salary credits.

- A round trip flight booking between the UAE and Japan, hotel bookings for the whole trip and a day by day itinerary.

- For housewives and students: documents from the family member who pays, such as their salary certificate, bank statements, a sponsorship letter, proof of relationship and their passport, Emirates ID and residence copies.

- For business owners: an official letter on average monthly income, the trade licence and personal bank statements.

If you are visiting friends or relatives, or Japan in a non-tourist category, expect extra papers such as an invitation letter and a guarantor letter from your contact in Japan, using the forms VFS publishes. Bring originals and copies to the centre.

## Common mistakes

- Going to the Dubai consulate to submit. Since August 2024 it does not accept ordinary applications.

- Booking at the wrong VFS centre. Check your emirate and whether you belong to the Dubai or Abu Dhabi side.

- Applying for the e-visa when the trip is to visit relatives or friends, which the Abu Dhabi checklist says is outside that visa type.

- An itinerary that does not match hotel bookings or flights.

- Applying more than 90 days before arrival, or with less than six months left on your residence visa when the checklist requires it.

- Photos taken more than six months ago or on the wrong size.
