There is no easy Schengen visa from Dubai, and you cannot choose one because it looks easier: you must apply to the country where you will spend the most days. What the European Commission’s 2025 statistics do show is a wide gap between consulates in the UAE. Schengen consulates here did not issue a visa in 24.2% of decided cases, against 14.6% worldwide, and among consulates with at least 1,000 applications the lowest rates were Italy in Abu Dhabi (12.9%), Spain in Abu Dhabi (14.1%) and Romania in Dubai (14.5%).

This guide sets out which Schengen visas are statistically easiest to get from the UAE, what “easy to book” really means, and the rule that decides where you must apply. Last checked 25 September 2026 against the European Commission’s 2025 consulate statistics and the Schengen Visa Code.

**In this guide:**

- The short answer
- Easiest to get vs easiest to book
- The main destination rule
- Why some consulates refuse more
- Why the statistics can mislead

## The short answer

Easiest to get and easiest to book are two different questions. The EU publishes how many applications each consulate received and how many it did not issue, so “easiest to get” can be measured. No official source publishes appointment availability, so “easiest to book” cannot. Neither changes where you are allowed to apply.

## Easiest to get vs easiest to book

**Easiest to get, 2025:** the eight UAE consulates with the lowest not issued rates, among those that received at least 1,000 applications. The not issued rate is the European Commission’s own measure: visas not issued as a share of visas issued, visas with limited territorial validity and visas not issued.

Consulate (city) | Not issued rate 2025 | Applications 2025 |

Italy (Abu Dhabi) | 12.9% | 7,976 |

Spain (Abu Dhabi) | 14.1% | 30,265 |

Romania (Dubai) | 14.5% | 1,095 |

Greece (Abu Dhabi) | 15.6% | 13,587 |

Austria (Abu Dhabi) | 16.4% | 7,406 |

France (Abu Dhabi) | 16.7% | 28,160 |

Finland (Abu Dhabi) | 18.0% | 1,603 |

Belgium (Abu Dhabi) | 19.8% | 7,460 |

**Hardest to get, 2025:** the five UAE consulates with the highest not issued rates on the same basis.

Consulate (city) | Not issued rate 2025 | Applications 2025 |

Bulgaria (Dubai) | 58.2% | 4,494 |

Luxembourg (Abu Dhabi) | 48.5% | 1,037 |

Malta (Dubai) | 46.9% | 6,915 |

Croatia (Dubai) | 42.6% | 2,092 |

Sweden (Abu Dhabi) | 40.7% | 6,312 |

**Easiest to book:** the EU does not publish waiting times or slot availability. What its data does show is demand. The busiest consulates in the UAE in 2025 were:

Consulate (city) | Applications 2025 | Not issued rate 2025 |

Germany (Dubai) | 40,555 | 22.0% |

Netherlands (Dubai) | 31,633 | 30.5% |

Spain (Abu Dhabi) | 30,265 | 14.1% |

France (Abu Dhabi) | 28,160 | 16.7% |

Switzerland (Abu Dhabi) | 25,603 | 21.3% |

Availability changes week to week. Our guide to [which Schengen country has the fastest appointment from Dubai](https://visadoctor.ae/which-schengen-country-fastest-appointment-dubai/) explains what legitimately varies between consulates, and our [Schengen visa appointment guide](https://visadoctor.ae/schengen-visa-appointment-dubai/) lists where to book for each country. The full consulate table for 2024 and 2025 is on our [Schengen visa statistics for the UAE](https://visadoctor.ae/schengen-visa-statistics-uae/) page.

**The main destination rule comes first.**

Under Article 5 of the Schengen Visa Code, the country competent to decide your visa is the one that is your sole destination or, for a trip to several countries, your main destination “in terms of the length of stay, counted in days, or the purpose of stay”. Only when no main destination can be determined do you apply to the country whose external border you cross first. Applying to a consulate because its refusal rate looks lower, when most of your days are elsewhere, is not allowed. Read our full guide to the [Schengen main destination rule from Dubai](https://visadoctor.ae/schengen-main-destination-rule-dubai/).

## The main destination rule

The rule is set out in Article 5 of Regulation (EC) No 810/2009, the Schengen Visa Code. In order:

- If you visit only one Schengen country, that country decides your visa.
- If you visit several, the country that is your main destination by length of stay, counted in days, or by purpose of stay decides.
- If no main destination can be determined, the country whose external border you cross first to enter the Schengen area decides.

So the useful question is not which consulate refuses least, but which country you genuinely want to spend most of your trip in, and how to make that application as strong as possible.

## Why some consulates refuse more

The statistics do not give reasons, and each consulate’s figure reflects its own mix of applicants. Some consulates in the UAE handle a few hundred applications a year and others tens of thousands. The UAE’s overall rate of 24.2% is well above the worldwide rate of 14.6%, and the same country can have different results in different cities: Italy did not issue 12.9% in Abu Dhabi and 21.7% in Dubai in 2025.

## Why the statistics can mislead

- **They are averages.** Your own profile, documents, travel history and ties to the UAE matter far more than a consulate average.
- **They are not by nationality.** The consulate file counts every applicant at that consulate, whatever passport they hold.
- **They change every year.** Germany in Dubai did not issue 22.0% in 2025, against 27.0% in 2024, according to the same EU series.
- **They are not a legal choice.** The main destination rule decides where you apply, whatever the numbers say.

What moves the result is a complete, consistent file for the right consulate. Our guide on [how to avoid a Schengen visa refusal from the UAE](https://visadoctor.ae/how-to-avoid-schengen-visa-refusal-uae/) covers the common reasons.

Holding an Afghan passport? The statistics above do not split by nationality, so read our guide on [which Schengen embassy suits an Afghan passport in Dubai](/best-schengen-embassy-afghan-passport-dubai/) for non-Nordic options and what decides the file.

## Frequently asked questions

### Which Schengen visa is easiest to get from Dubai?

No Schengen visa is easy, and you cannot pick one freely. In the European Commission’s 2025 statistics for consulates in the UAE with at least 1,000 applications, the lowest not issued rates were Italy in Abu Dhabi (12.9%), Spain in Abu Dhabi (14.1%), Romania in Dubai (14.5%) and Greece in Abu Dhabi (15.6%). You must still apply to the country of your main destination.

### Is Greece or France easier for Filipinos or Indians in the UAE?

The EU data cannot answer that by nationality, because it is published by consulate location, not by the applicant’s passport. For all applicants at UAE consulates in 2025, Greece in Abu Dhabi did not issue 15.6% and France in Abu Dhabi 16.7%, a small gap. Your own file matters far more, and you must apply to the country where you will spend the most days.

### Can I apply to an easier Schengen country than my main destination?

No. The Schengen Visa Code makes the country of your sole or main destination competent to decide your application, measured by length of stay in days or the purpose of stay. Only if no main destination can be determined do you apply to the country whose external border you cross first.

### What is the Schengen visa refusal rate in the UAE?

In 2025, Schengen consulates in the UAE received 298,064 uniform visa applications and did not issue a visa in 24.2% of decided cases, according to the European Commission’s consulate data. The worldwide rate was 14.6%.

### Which Schengen country refuses the most applications from the UAE?

Among UAE consulates with at least 1,000 applications in 2025, Bulgaria in Dubai had the highest not issued rate at 58.2%, followed by Luxembourg in Abu Dhabi (48.5%), Malta in Dubai (46.9%), Croatia in Dubai (42.6%) and Sweden in Abu Dhabi (40.7%).

### Which Schengen country is easiest to book from Dubai?

No official source publishes appointment availability, so there is no reliable ranking. The EU data shows demand instead: Germany in Dubai had the most applications in 2025 (40,555), followed by the Netherlands in Dubai and Spain in Abu Dhabi. Availability changes week to week, and booking where you can get a slot is not a reason to change your main destination.
