**Quick answer:** In November 2026 the cheapest operating citizenship by investment programmes are São Tomé and Príncipe and Nauru, both from $90,000 before fees, followed by Sierra Leone and Vanuatu. None of these four gives visa free travel to the Schengen Area. The cheapest passport that does is Dominica, at about $210,000 all in for one adult, then Grenada, Antigua and Barbuda, Saint Lucia and St Kitts and Nevis at about $244,000 to $260,000. All five Caribbean programmes have been asked by the EU to close by 1 June 2028.

Headline prices for second passports are misleading. Government fees, due diligence and family costs can add $10,000 to $40,000, and the cheapest passports often do less for your travel than you expect. This guide ranks every programme we found operating in November 2026 by the real cost for one adult and a family of four, and shows which ones still give visa free travel to Europe.

## Ranked by real cost (November 2026)

Programme | Headline price | All in, one adult | Family of four | Schengen | Status |

São Tomé and Príncipe | $90,000 | About $95,400 | About $100,000 to $101,000 | Visa required | Open; applicants with 3 or more nationalities on hold |

Nauru | $90,000 discount until 31 Dec 2026 ($115,000 standard) | About $102,700 | About $115,700 (couple) | Visa required | Open |

Sierra Leone | $95,000 single route, $140,000 standard | About $100,000 | From about $155,000 | Visa required | Open; US visa limits reported |

Vanuatu | $130,000 | About $138,500 | About $194,500 | Visa required since the EU suspension | Open |

Dominica | $200,000 | About $210,000 | About $266,500 | Visa free | Open; EU 2028 request |

[Grenada](/grenada-citizenship-by-investment/) | $235,000 | About $244,000 | About $257,000 | Visa free | Open; EU 2028 request |

[Antigua and Barbuda](/antigua-barbuda-citizenship-by-investment/) | $230,000 | About $248,800 | About $264,700 | Visa free | Open; EU 2028 request |

[Saint Lucia](/saint-lucia-citizenship-by-investment/) | $240,000 | About $250,000 | About $258,000 | Visa free | Open; EU 2028 request |

[St Kitts and Nevis](/st-kitts-nevis-citizenship-by-investment/) | $250,000 | About $260,300 | About $268,700 | Visa free | Open; EU 2028 request |

Egypt | $250,000 donation | About $260,000 | Spouse and children under 21 included | Visa required | Open |

[Argentina](/argentina-citizenship-by-investment/) | $350,000 | Fees not yet published | About $500,000 | Visa free | Not open yet, expected Q4 2026 |

[Turkey](/turkey-citizenship-by-investment/) | $400,000 in property | About $415,000 to $425,000 | Spouse and children under 18 included | Visa required | Open |

All in figures add the main government, processing and due diligence fees we could confirm. Family of four means a couple and two children under 16 unless noted. Agent and legal fees are extra.

## Headline price versus real cost

The contribution is only part of the bill. Antigua and Barbuda has a lower headline price than Grenada, for example, but its processing and due diligence fees make it more expensive for one adult. Family pricing also varies widely: some programmes charge almost nothing extra for children, others charge per person aged 16 and over.

## Which cheap passports still give Schengen access

Only the five Caribbean programmes (Dominica, Grenada, Antigua and Barbuda, Saint Lucia and St Kitts and Nevis) and, once it opens, Argentina give visa free travel to the Schengen Area. São Tomé, Nauru, Sierra Leone, Egypt and Turkey do not. Vanuatu lost it: the EU first suspended visa free travel for Vanuatu nationals and in 2025 moved Vanuatu permanently to the visa required list.

## The EU risk for Caribbean passports

Since 30 December 2025, EU Regulation 2025/2441 lets the EU suspend visa free travel for countries that sell citizenship without a genuine link. In June 2026 the EU wrote to Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis and Saint Lucia asking them to phase out their programmes by 1 June 2028. If they do not, their passports could lose Schengen visa free access, as Vanuatu did. Weigh this before you pay for a passport mainly for European travel.

## What we recommend for UAE residents

- **You want a passport for Schengen travel:** compare the Caribbean options and Argentina, and read the EU 2028 warning in each [guide](/second-passport-citizenship-by-investment/).
- **You want the lowest price and do not need Europe:** the cheapest programmes exist, but check US visa limits, programme stability and how the passport helps your actual travel.
- **You want Europe without risk to your nationality:** a European residence permit, such as [Latvia from about $67,100](/latvia-residence-permit-by-investment/) or [Malta](/malta-permanent-residence/), gives Schengen travel and is not affected by the EU visa suspension rules for nationalities.
- **Indian or Pakistani passport:** read [second passport for Indian citizens](/second-passport-indian-citizens-uae/) or [options for Pakistanis](/pakistani-passport-second-passport-or-european-residency-uae/) first, because both countries limit dual citizenship.

## Frequently asked questions

### What is the cheapest citizenship by investment in 2026?

São Tomé and Príncipe and Nauru, both from $90,000 before fees in November 2026. Nauru’s $90,000 price is a discount for applications accepted by 31 December 2026.

### What is the cheapest second passport with visa free Schengen travel?

Dominica, at about $210,000 all in for one adult, followed by Grenada at about $244,000. Both face the EU request to close by 1 June 2028.

### Is Vanuatu citizenship still visa free in Europe?

No. The EU suspended visa free travel for Vanuatu nationals and in 2025 moved Vanuatu to the list of countries whose nationals need a Schengen visa.

### Why is Antigua more expensive than Grenada if its headline price is lower?

Antigua charges higher processing and due diligence fees, so one adult pays about $248,800 all in against about $244,000 for Grenada.

### Will Caribbean passports lose Schengen access?

Not yet. The EU has asked the five Caribbean programmes to close by 1 June 2028 and can now suspend visa free travel for countries that sell citizenship. Nothing has been suspended so far.

### Is there a cheaper way to get visa free travel in Europe?

For many UAE residents, yes: a residence permit from a Schengen country, such as Latvia from about $67,100 for business owners, lets you travel across the Schengen Area without a visa for up to 90 days in any 180.
